  1.               EXECUTIVE ORDER NO. 11490

  3. WHEREAS our national security is dependent upon our ability to assure
  4. continuity of government, at every level, in any national emergency type
  5. situation that might conceivably confront the nation; and
  6. WHEREAS effective national preparedness planning to meet such an emergency,
  7. including a massive nuclear attack, is essential to our national survival; and
  8. WHEREAS effective national preparedness planning requires the identification of
  9. functions that would have to be performed during such an emergency, the
  10. assignment of responsibility for developing plans for performing these
  11. functions, and the assignment of responsibility for developing the capability
  12. to implement those plans; and
  13. WHEREAS the Congress has directed the development of such national emergency
  14. preparedness plans and has provided funds for the accomplishment thereof; and
  15. WHEREAS this national emergency preparedness planning activity has been an
  16. established program of the United States Government for more than twenty years;
  17. NOW, THEREFORE, by virtue of the authority vested in me as President of the
  18. United States, and pursuant to Reorganization Plan No. 1 of 1958 (72 Stat
  19. 1799), the National Security Act of 1947, as amended, the Defense Production
  20. Act of 1950, as AMENDED, and the Federal Civil Defense Act, as AMENDED, it is
  21. hereby ordered as follows--
